NC's September 18 notice describes membership priority queues without guaranteeing entry. A priority position is not a promise that your character will appear in the world the moment you press Play.
Make group plans around arrival, not a countdown
Our practical takeaway is to leave breathing room between logging in and starting a coordinated session. A party waiting on its final member should not confuse a queue with a broken installation. Ask that player what the client actually displays before sending them through a reinstall or a new account setup.
What a queue does not tell you
A queue screenshot cannot tell you the population a server will have next month, nor does a shorter wait prove a server is the better long-term home. Choose where your friends will play, then review the current entry policy. Avoid basing purchases on claims of guaranteed access. Until you are inside, any precise start time for a dungeon or guild event is a plan rather than a certainty.
